LOUIS POST- TUESDAY, MARCH 19, 1996 Kersting's Finances To Be Investigated Jo Mannies Post-Dispatch Political Correspondent At the request of the state Ethics Commission, a special prosecutor will be chosen to investigate how St. Louis County Council chairman Deborah Kersting has handled her campaign funds. Local political activist Tom Sullivan alleged that Kersting has unlawfully converted thousands of dollars of campaign funds for her personal use, and he noted that she was three months late filing a campaign report last year. The Ethics Commission previously levied a fine against Kersting for that late report.
Kersting said Monday that she suspects the commission isn't sure how to handle "the fact that I do have an office in my home." She acknowledged that she has used her campaign money to pay for certain home-office expenses, such as furnishings and a fax line. Using her campaign money seemed legal and fair, she said. Kersting added that she has not used any of the $2,500 in Kersting county expense money available for her use as chairman because she didn't think it was proper to use taxpayers' money for her home office. Kersting, a single mother with seven children, works mostly out home in South County instead of her county government office in Clayton. She said her house is more accessible to her constituents and allows her to be home with the children.
The Ethics Commission, which has declined to comment, last week voted to refer Sullivan's complaint to the state Office of Prosecution Services. Under state law, the office forwards the names of five lawyers to the presiding judge of the St. Louis County Circuit Court. The judge selects one to be the special prosecutor.
